Location Summary
The subject's immediate neighborhood is that of the downtown central business district. The prime commercialized corridor within the downtown Hagerstown Public Square is the first two blocks of West Washington Street, the first blocks of North Potomac and South Potomac Street, the first block of West Franklin Street, and the first block of East Washington Street. Within the primary commercialized downtown area, all the major government offices and financial institutions and to a lesser extent, the downtown retail establishments are located. Beyond these locations, the use for commercial/retail becomes secondary with a mixture of retail, offices, but primarily residential apartments, etc. The general make-up of the downtown area is primarily three to five story structures design built for office or retail units on the first-floor level and upper level offices and/or apartments. The predominance of the building structures are turn of the century or early 1900's. Some of these structures have been modernized and updated while many have not. important boost to the downtown community was the development of the University of Maryland, University Center at a reported cost of $13.5 million. Another noteworthy addition is the District Court House Building located in the first block of West Antietam Street, a $2.6 million project. This is in addition to the 2006 construction of a 202-space parking deck, a $7.5 million investment. The City has also widened the sidewalks in the first block of S. Potomac Street to provide sidewalk cafe dining, to coincide with the opening in 2009 of the $8.0 million Barbara Ingram School for the Arts. Two additional planned renovations on South Potomac Street include the recently completed $16.0 million Washington County Free Library and the Maryland Theatre $10 million renovation, expanding the building to the sidewalk and encompassing its existing courtyard along South Potomac Street. The City of Hagerstown is implementing a new plan to help downtown properties.
